CANYS Members,

Last week, several business groups worked together to educate members of the legislature on what was dubbed the "Dirty Dozen" bills.  You can find the list here. The groups made progress and shared why we felt the bills would be job killers for all of New York (in fact, just yesterday one of those bills, the Hoyt/Thompson IDA bill, was pulled from the Assembly Local Government Committee agenda).  It was a good day until information about the anticipated budget was shared.

The rumor was that the budget would include:
     · A spending level increase of roughly 4% over the current budget to somewhere around $136- $137 billion 
     · Bonding $2 billion dollars of the deficit instead of cutting recurring spending
     · An increase in taxes and fees by as much as a $2 billion dollars.  That would be on top of the $8B in tax
       and fee increases we got in last year's budget 

At yesterday's Leaders Meeting, the Governor indicated that he would not support any budget that utilizes borrowing to balance the books.  While that is good news, we are still concerned that to balance this budget even more taxes and fees could be identified instead of spending reductions.  This simply cannot happen and should not be tolerated.  We must act now to change the course of the discussions and redirect the conversation.  If we don't act, then we will get a second straight state budget that will cripple our recovery and our ability to create and maintain private sector jobs.  Another bad budget will make more New York more unaffordable and force taxpayers to flee the state.

Now is not the time for us to be timid.  We need to be very clear in our communication with each and every member of the legislature...if you do not listen now, we will remember on November 2, 2010.  We will support only those that believe in changing our state to make it work for us, the taxpayers and business community.  Judgment Day is coming…138 days and counting!
